A Decade of Justin Fulcher’s Work in Two Fields
Twelve years separate the founding of RingMD from Justin Fulcher‘s current work on defense technology and supply chain resilience, and tracing that stretch of time shows how consistently his focus has centered on making complex systems function under pressure. Two industries, two continents, and one recurring theme connect the timeline from start to present.
The story starts in 2013, when a 21 year old Fulcher co-founded RingMD, a telemedicine platform built to connect patients across Asia with physicians. The company had to operate where mobile connectivity had outpaced healthcare access, requiring systems that could handle unreliable bandwidth and uneven infrastructure. By 2017, that work had earned Fulcher a place on Forbes Asia’s 30 Under 30 list in the Healthcare and Science category.
A Shift Toward Public Service
Fulcher eventually stepped back from RingMD’s daily operations, though he remains a board member and minority shareholder today. In the years between, he returned to academic study, earning a Master’s degree in Nonproliferation and Terrorism Studies from the Middlebury Institute of International Studies in 2023. That degree set the stage for his move into government, where he joined the U.S. Department of Defense in early 2025 as a Senior Advisor to the Secretary of Defense.
Where the Work Stands Now
His government role centered on acquisition reform, and Justin Fulcher contributed to shortening software procurement timelines from years to months while helping modernize IT systems across the department, work that included accompanying senior officials to dialogues in the Indo-Pacific region. Justin Fulcher is now pursuing a Doctorate in International Affairs at Johns Hopkins University’s School of Advanced International Studies while directing attention toward defense technology and the resilience of supply chains for critical materials like rare-earth elements, a continuation of the same underlying instinct that shaped RingMD more than a decade earlier.
